Developers may find it necessary to install a water or sewer line through undeveloped property in order to obtain water and/or wastewater service. 

Third-Party Reimbursement Agreements are established to allow initial developers to recover a portion of the line installation costs from future developments on that undeveloped property.  

Third-Party Reimbursement Agreements provide a fair and equitable distribution of costs of installing water and sewer lines and appurtenances to all the parties benefiting from their installation.
