Who Are They? 

HNS administers donations from the Help a Neighbor in Distress (HAND) Program to members of the community struggling to obtain basic necessities. They also offer a variety of resources and guidance through multiple services in addition to utility assistance.

Who Are They? 

Neighbor to Neighbor provides utility bill assistance and can help administer donations from the City's HAND program.

Who Are They?

EOC provides bill payment assistance to households across Colorado to help those who can’t afford their home energy costs.

• You pay home energy costs directly to an energy vendor/utility
• Your bill is past due or you are running low on fuel
• Your household income is at or below 80% of Area Median Income (less than $6,273/month for a family of 4)

Additional Programs

In general, EOC administers a number of state and utility programs for utility assistance, including CARE. We encourage you to submit an application with EOC or call (303) 825-8750 so they can connect you with any additional programs you qualify for.  

Who Are They?

The Family Center/La Familia works with diverse families to provide high quality childcare, emergency assistance funding and supporting services, with an emphasis on cultural attunement with the Latinx community.

Who Are They?

LEAP is a federally funded program that helps eligible Colorado families, seniors and individuals pay a portion of their winter home heating costs. 

They only accepts applications between November 1 and April 30 and in most cases, the energy assistance benefit is paid directly to the household energy supplier or utility. 

(If you're looking for assistance outside of LEAP season, it may be available. Please still call for more information.)

The amount of the energy assistance benefit varies depending on a variety of factors, and the program is not intended to pay the entire cost of home heating, but aims to help alleviate some of the burdens that come with Colorado's colder months.

LEAP applications for Larimer County are handled through Discover Goodwill. 

Qualifications

• You pay home heating costs, either directly to a utility company or to a landlord as part of rent.
• You are a permanent legal resident of the United States and a Colorado resident, or you have household members who are U.S. citizens.
• You earn a maximum family household income that does not exceed 60% of the state median income level (less than $5,038/month for a family of 4).

Who Are They? 

The Department of Human Services offers a variety of programs which administer cash assistance to qualifying households.  Some programs include:

• Temporary Assistance for Needy Families (TANF) aka Colorado Works
  • Cash assistance for eligible families with very low incomes to help them with emergency household expenses and/or services.
• Aid to the Needy Disabled (AND)
  • Cash assistance for individuals under age 60, living with a disability lasting six months or longer that prevents them from working.
• Aid to the Blind
  • Provides financial assistance to low-income people of any age who meet the social security definition of blindness.
• Old Age Pension (OAP)
  • Provides assistance and health care benefits for low-income individuals age 60 and over.

Who Are They? 

The City of Loveland Clerk's Office serves as the liaison between the City Council and the public, communicating with City management, City government officials and staff.

The Clerk's Office’s annual Utility Rebate Program – designed to provide utility bill relief to those who need it most - accepts applications beginning every April.

As of 2024, this program is on hold indefinitely due to restrictions in the City budget.

Who Are They? 

CARE provides free energy efficiency upgrades to qualifying households. Services  provided can include:

• Project management
• Energy audits
• Management of contractor quotes
• Navigation of rebates and funding sources
• Energy conservation education
• Equipment replacement (lighting, insulation, HVAC, low-flow fixtures, etc.)

Qualifications

• Your household income is at or below 80% of the Area Median Income
• Your are an LWP electric customer
• Renters may obtain a landlord waiver to participate in CARE

Who Are They?

LCCC is a free program which typically runs January to May with limited appointment slots which are first-come, first-serve.  A team of corpsmembers will: 

• Conduct a basic inspection of your home, appliances, windows, toilets, and heating/cooling system.
• Install appropriate efficiency measures based on your home’s needs. These products may include LED light bulbs, water conserving shower-heads and aerators, smoke/carbon monoxide detectors, clotheslines and high-efficiency toilets.
• Educate you about water and energy efficiency practices and services.

Qualifications

• You must be a Loveland Water and Power water and/or electric customer 
• Homeowners and renters are eligible.

Who Are They?  

WAP is a federally funded program that provides free assistance with items like insulation, air sealing, storm windows and doors, furnace repair or replacement, and LED light retrofitting.

They even have a Northern Colorado Office here in Loveland.

Qualifications

• Your income is less than 200% of the Federal Poverty Level
  • You automatically qualify if you receive assistance from specific federal programs (including LEAP), contact a weatherization office for the full list.
• You can be a home owner or renter (with landlord permission)

Who Are They? 

This is an emergency service and you will be able to get help within 24 hours. 

CIP coordinates emergency repair and/or replacement of broken primary heating systems (no routine maintenance, no reimbursements for work already done). To help you get your heat back on they will: 

• Repair failed furnaces or boilers
• Replace failed heating systems
• Remove snow to facilitate fuel delivery in rural areas

• Your primary heating source isn’t working
• You qualify and are approved for low-income energy assistance (LEAP)

Who Are They?  

Larimer County offers assistance through the Larimer Home Improvement Program (LHIP) and the Emergency Grant Assistance Program. 

LHIP offers low- to no-interest loans for home repairs and improvements. Loans must be focused on helping with maintenance, health & safety, handicap accessibility and energy efficiency related issues. (Maximum loan amounts do apply.)

Qualifications

• Must own and occupy residence; renters are not eligible 
• Your income must be 50% or below the area median income 
• Must live in Larimer County
